Strategic Cooperation: Building the Knowledge Base European Blueprint of the Correctional Ecosystem

1 A public report

mapping institutions, stakeholders, processes and practices in 15 partner countries, with a second‑level scan of 15 additional jurisdictions. This blueprint becomes the reference point for all subsequent design work.

2 European Framework of Competencies

A pan‑European set of core competencies (knowledge, attitudes and skills) needed in modern correctional settings, including digital and green dimensions.

3 European Vocational Core Profiles

At least ten standardised role profiles (education, social work, mental health, addiction, family support, medical, psychological, spiritual, volunteering, community liaison), each linked to the competence framework and ready for recruitment, training and assessment.

4 European Skills Index for Correctional Competencies (ESI CC)

A composite indicator that benchmarks how well national correctional ecosystems anticipate, develop and deploy competencies. The index guides policy makers on where to invest.

Core Curricula & Recognition: Designing the Learning Pathways European

1 Qualification Map

Cross‑walks every vocational core profile to the European Qualifications Framework and the ESCO taxonomy, making mobility and comparability possible.

2 Correctional Core Competence Curricula

Outcome‑based curricula for each profile, complete with course outlines, modules and assessment rubrics.

3 Recognition of Prior Learning Framework

A sector‑specific methodology enabling workers to turn informal and non‑formal experience into formal credit.

4 Credentialing & Certification System Proposal

A micro‑credential architecture that bridges Vocational Education and Training, Higher Education and the labour market, including a catalogue of at least 100 stackable credentials.

Training Delivery - Bringing Learning to Life

1 Comprehensive Training Modules

Security, rehabilitation, conflict resolution, community integration and more, all contextualised for small‑scale, micro‑community settings.

2 Blended Learning Resources

Online courses, interactive simulations, video explainers and downloadable toolkits that let learners study anytime, anywhere.

3 Work Based Learning Toolkit

Templates and guidelines for internships, job‑shadowing and project assignments inside detention houses and community services.

4 Specialised Tracks in Centres of Vocational Excellence (CoVEs)

Role‑specific career pathways co‑delivered by correctional academies, universities etc.

Scale & Sustainability: Securing Long‑Term Impact

1 Regional Pacts for Competencies

Multi‑stakeholder alliances that adopt the qualification map and embed training modules into local labour‑market strategies.

2 European Correctional Competencies Observatory

A live digital platform that tracks workforce trends, highlights skill shortages and feeds evidence into EU foresight processes.

3 Micro Credential Catalogue & Network

A pan‑European registry of credentials, fully integrated with Recognition of Prior Learning and accessible through the EU Digital Identity Wallet.

4 Blueprint Implementation Mechanism for Recognition of Vocational Achievements

Policy proposals translating project outputs into sustained national and European practice, aligned with the European Learning Model.
